To Prospective MEP Subcontractor Partners:

Walsh Construction is excited to partner with Related NW, Ankrom Moisan, and the Housing Authority of Clackamas County on the upcoming development of Hillside Park. We are reaching out to solicit statements of qualifications (SOQ) for the MEP, F design build scopes on Phase I of the development. The eventual development will include 2 phases of work comprising 13 acres in Milwaukie, OR, including installation of new infrastructure to serve the 500 units.

The scheduled start to the project is March 2024 for Phase I.  Phase I is comprised of (3) 4 story slab on grade wood frame buildings with a total of 275 units. Please see the SOQ documents at the link below:

Construction will be under the Davis-Bacon residential program with workforce training requirements similar to the City of Portland. Our team has as goal of 25% COBID participation and we therefore are looking for SOQ submissions that thoughtfully provide a path to 25% COBID participation for each MEP,F discipline. We encourage COBID firms to submit as well as non-COBID firms who are teaming with COBID partners.

As stated in the SOQ documents, no pricing is being asked for at this time. We are looking to short list partners who thoughtfully respond to the SOQ for an RFP process in January to award the design-build scopes.

We are hosting an information session next Thursday November 3rd at 4 pm at our main office to review the SOQ opportunity and answer any questions that you have as well as provide the opportunity for different partners to meet and connect about potential teaming opportunities.

SOQ submissions are due December 2nd, 2022, at 2pm.

Community spaces are located on the first, second, and third floors.  Site work includes extending utilities from Division Street, onsite drywells, a new parking lot, and outdoor gathering spaces.  The overall project square footage is about 40,000sf.

Scopes Include all Except:   Design Build for Radon, Fire Sprinkler, Plumbing, Mechanical, Electrical, Low Voltage, and Security.
