Community spaces are located on the first, second, and third floors.  Site work includes extending utilities from Division Street, onsite drywells, a new parking lot, and outdoor gathering spaces.  The overall project square footage is about 40,000sf.

Scopes Include Design Build for Radon, Fire Sprinkler, Plumbing, Mechanical, Electrical, Low Voltage, and Security.

Project Description

Dekum Court is a new construction project funded by the Metro Regional Housing Bond and will create 6 buildings containing 187 new residential units on a 5.3-acre site in NE Portland.

The Dekum Court owner is Home Forward.   The design team includes:

  • Lever (architect)
  • Ground Workshop (landscape)
  • VALAR (structural)
  • Samata (electrical)
  • VEGA (civil)
  • Arris (mech./plumbing)

 

The development of Dekum Court will occur in two phases over the span of 44 months:

  1. Phase I:
    • Abate & demolish existing community building
    • Construct two (2) three-story residential buildings @ 24,465 sf each
  2. Interim (by owner)
    • Relocate residents of existing buildings to the two newly constructed buildings
  3. Phase II
    • Abate & demolish existing residential buildings
    • Construct two (2) four-story residential buildings @ 34,729 sf
    • Construct one (1) four-story residential building @ 45,000 sf
    • Construct one (1) two-story community building @ 7,104 sf

Project Criteria

Project criteria applying to all proposals:

  • Workforce Training for contracts in the amount of $100,000 or more.
  • 30% COBID (MWESB) Business participation goal.
  • 20% BIPOC and 9% female onsite workforce labor goal.
  • 10% of the construction subcontracts to Section 3 businesses goal.

  • Cooperate with the owner to implement the Rise Up, Green Dot program, or equivalent evidence-based Bystander Intervention Workplace Training Program, maintaining a harassment-free workplace.

  • No parking provided – itemize parking cost in proposals.
  • Include all required printing.
  • Evaluate inflation risk through planned project start.

  • Exterior mockup – assume separate onsite mockup for initial envelope testing and materials review.
  • Interior mockup – assume one interior residential unit at beginning of finish sequence will be reviewed for approval in stages through rough-in and finishes.  Corrections noted in interior mockup reviews will be incorporated in production interior work.
