Crescent Court

Crescent Court is a four-story wood-framed structure consisting of 138 units of affordable housing which serves households at 30% and 60% Area Median Income (AMI). Seven units were designated for Permanent Supportive Housing (PSH) to assist homeless households or those at risk of homelessness. Crescent Court is the second phase of Central City Concern’s ambitious Division Street Campus, a three-building, interdependent development strategy aimed towards offering deeply affordable housing in outer southeast Portland.

The project exemplified the success of Walsh’s Cost-Efficient Design and Construction (CEDC) preconstruction process, which delivered low-cost housing through repeating units in a stacked configuration along a double-loaded corridor. This approach optimized design efficiency while maintaining quality and affordability. Crescent Court also adhered to PHB Green Standards, reducing energy and resource consumption. Amenities included a courtyard, a play structure, a covered community gathering space with a BBQ, seating, and quiet spaces. Additionally, the project provided 90 off-street surface parking spaces and ground-floor facilities, including resident services, a multi-purpose room, and an after-school center operated by The Boys and Girls Club for children residing in the building.
